How do I correct the logo that looks huge in mobile view but correct in desktop view?

How do I correct the Merck logo huge in mobile view but correct in desktop view?

There are 2 possible solutions:

Delete the left cell, then resize logo to 146 pixels wide. OR. Delete the entire footer layout. Go into the Text Collections and re-drag out the appropriate footer and then update the doc ID and date
